It's getting kind of ridiculous, you have witnesses watching him do it, you have car crashed into the dealership... and he thinks something fishy is going on. With thinking like that, no way he's going to accept the cops version of the shooting. Denial with a capital D.

Of course, officers past is fair game for unrelated disciplinary actions, but bringing up the kids past is blaming/smearing the "victim".

That's kind of bizarre. He doesn't appear to be drunk, although he did stumble once. Seems coordinated. But clearly his behavior makes no sense. Almost like he had some sort of mental breakdown.

They are generally to be used on when deadly force is NOT allowed. The only "less lethal" most officers have is pepper spray and/or a Taser and most departments have a policy that does not allow them to be used in response to a deadly force threat. If we assume the kid presented a deadly force threat (since the only evidence we have is that a trained police officer decided to use deadly force) then "less lethal" would not be appropriate/allowed.
