First LE/Gov only mags came out looking just like yours until they changed the mag look about 1994.
G19 transitional LEO mag
Found an interesting LEO marked G19 mag at a local gun show today. First off, it was only $15. That was decent deal. Anyway, clearly a transitional mag from pre-ban to being marked LEO. It has the two dimples between the last 4 witness holes that is found on pre-ban mags and the 9mm is stamped low. You can tell how they squeezed in the LEO markings. Normal LEO marked mag for comparison.
