    Can a G19 be changed to a .40S&W the way a G23 can be changed to a 9mm

The only way a 3rd gen 3 pin glock 19 could be changed is with a complete new top end from a Glock 23.

You will need a complete new G23 upper to shoot .40 from your G19.
G23 complete uppers run for about $300, check the Want adds Gun parts & Accessories section here in the forum.

You can change the complete upper along with the ejector assy. to make it into a .40 but I would not do it if it is the older frame with 2 pins. If you have the 3 pin frame then it is the same as the G23 and would be a safe swap.
