go to www.download.com and search for it.
If you're just doing a photo or two, MS Paint will do it (no batch processing though). If you have Windows, you should have Paint.
Irfanview is also on Majorgeeks...
Its as easy as it gets.
GIMP is free.
Gimp is also way way more complex when you just need simple image resizing. Needing the GTK runtime environment, etc. GIMP is really something to consider as a replacement for photoshop.
Irfanview is also free, FWIW.

Yup it is irfanview at of all places http://www.irfanview.com/ and don't forget the plugins.
Create a free account on Photobucket.. they'll resize it for you..
Powertoys from microsoft.
Right click on image in windows explorer and choose 1 of 3 different resolutions to resize to. Thats it.
Irfanview. Not only good for resizing, but a great viewer, too - fast, full screen, and provides EXIF info (install the plugins).
