    Is it illegal (not just stupid) to report that money was stolen while trying to buy illegal drugs, if they don't have any drugs in their possession?

    I guess I don't see what they did that was actually illegal...?

    Conspiracy to manufacture, transport, purchase, or possess narcotics. That's the shorthand version of the charge here in PA. I'm sure other states have similar conspiracy charges.
