The Beto dude ignores historical experience. Semi-auto bans in Australia & New Zealand have been met with massive non-compliance, and the government hasn't 'visited' anyone.
Closer to home in Colorado, the biggest resisters to Gov Hickenlooper's AWB and 'hi-cap' mag ban (prompted by the Aurora movie-theater shooting) were county sheriffs, who the law charged with enforcing it.
Most rural county sheriffs publically said they wouldn't enforce it, and still haven't.
Confiscations in New Zealand are set to begin in January. Firearm owners are all registered.

If you mean there's a list in the Government's hands showing that someone's purchased a firearm in the past, maybe. But what they don't have on paper is who, specifically, has a now-evil semi-auto and who doesn't.
That was one of the issues that came up as to practical enforcement. That, and the fact of second-hand (non-recorded) private transfers that have taken place subsequent to the original purchase.
Private sales are illegal, so yes they know who owns what and for how long.
