    I am not a Constitutional scholar, but I read in a couple of places in Article 1 of the Constitution ideas/ responsibilities that may allow Congress to discuss things with other nations without the Executive's blessing. Court decisions about this subject are not in my playground.

    Near the beginning of Section 8 ".....to regulate Commerce with foreign nations..." Wasn't there some recent news and action about commerce with Iran?

    The last paragraph of Section 8......"To make all laws which shall be necessary and proper for carrying into execution the foregoing powers, and all other Powers vested by this Constitution in the Government of the United States or in any Department or Officer thereof....."

    Commerce, not foreign policy.
    Laws, which apply to the US, not other nations. Still not foreign policy.

    Careful, if the red flag law passes, that's the type of talk that will get you red flagged as a "right wing extremist domestic terrorist". Then the FBI will show up at your house to take away your guns.

    If you don't comply, the federal agents will kill you and your family. Then they will pose for trophy photos with your charred bodies.

    Like maybe the Persians just needed another pallet of cash ?

    Or maybe they wanted some more Frisbees ?
    A friend of mine was a contractor over there when Shah was still in power.
    He said that the Iranians would come from far and wide to watch the Americans toss Frisbees to each other.
    Big, big medicine, those Frisbees.

    OK, I read up. Turns out the President and executive branch negotiate and make treaties and the Senate's only part in the process is to accept or reject what he negotiates. U.S. Const., Art. II, § 2. There is nothing that permits a Senator to negotiate with a foreign power, especially a hostile one, and there is a specific criminal law against him doing it: the Logan Act, 18 USC § 953.

    The Logan Act, coincidentally, is named after George Logan, a U.S. Senator who negotiated with a foreign power behind the president's back.

    Yes, that is final and in stone.

    I really wish that Trump would pursue someone under the Logan Act. It's a law with no teeth since no Executive Branch has ever had the balls to prosecute someone in violation.

    Thank you Bren, is there a prohibition on Congressmen obtaining information first-hand regarding existing or pending legislation?

    We used to read about so many congressional junkets overseas, why were they permitted?
