Although you might not get into some buildings. Several years ago I didn't have any problems going anywhere I wanted with a Kershaw Scalllion, things may be different now.
You can carry OC spray if you register with the police before carrying.
I carried a gun and spare mag. Met lots of nice folks, too.

But your post is useless and does nothing for the OP.
OP. Pretty much everything that has been mentioned are your options. A knife with a blade three inches or less. It can't be one that use a spring or is buttoned operated to open. A heavy pin or such can be used to I guess. NO spray.
I don't know what you plan to do. But be aware that if you're doing touristy stuff. Pretty much every building has metal detectors. So make sure nothing is to "weapony". Local LEOs could give a bad time.
Something like this may be an option. But I've never used/had one.
There are many brands to choose from. From 10-60 dollars. Just google "defense pen".
Of course these are kinda gimmicky and stupid. But if you can find a cheapy hard pen at Wallyworld, that would do the job.
If anything. I'd imagine a nice sharp stab to the neck with a BIC would do the job too.
These qualify as sturdy pens.
But, it does pass the time while working off duty all night. Which is what I was doing.

On a side note. I can't believe I had to give the suggestion of a "defense pen" as a viable defensive tool.
Avoid DC like the plague if at all possible. And this goes for Maryland as well. Stay in Virginia where you can carry your firearm (Ohio and Virginia have reciprocity agreements). You may carry open or concealed here.
Our local Bass Pro Shop has a S&W knife and "Tactical Pen" for ~$20. The pen is nice and sturdy, and would work as well as those costing $100+. The knife is Ok, good for throwing in the car, desk or toolbox as a spare.
For around $6, you can get an all metal Zebra 701 at Walmart, Target, etc. - but not as strong and not quite as long.
