the age 40-49 level is the cooper standard that police agencies use for even young guys regarding running (1.5 miles in 15:28), push-ups (22 in 1 minute), and sit-ups (25 in 1 minute). anyway who uses this standard as a base line for general fitness?

I ask this because I know people that eat healthy and run 5Ks regularly (averaging 8 minute miles), but can't do 15 push-ups in a minute or 15 sit-ups in a minute. is the Cooper standard the best over-all standard for strength and cardio?
