There is a type of person who needs to feel superior and like they have power over others. Judging someone's looks goes along those lines. They are the kind of person who nitpicks a server so they can give a bad tip. For those glorious moments, it makes them feel like they have power over someone, and it tells us something about them.

Luckily, the trend in LE is to set up a perimeter and wait for the situation to resolve itself by the shooter offing himself, a citizen resolving it, or the shooter running away. So they just hide and wait.
