    What a joke. Everything they propose and do does nothing but create more crime and problems.

    "The state’s oldest teenagers would still be considered juveniles under proposed legislation announced Tuesday that would raise the age to 20 for adult prosecution.

    Sen. Nancy Skinner, D-Berkeley, said the measure would amend state law by designating 18- and 19-year-olds as juveniles in criminal proceedings, ensuring they get support services for youth rather than punishment for adults.

    When teenagers make serious mistakes and commit crimes, state prison is not the answer,” Skinner said in a statement announcing the bill. “Processing teenagers through the juvenile justice system will help ensure they receive the appropriate education, counseling, treatment, and rehabilitation services necessary to achieve real public safety outcomes.”

    Exactly how that would work, or what it would mean for county juvenile justice systems, is unclear. Juvenile offenders are processed at the county level and can be placed in juvenile halls or, for the most serious offenders, in state youth prisons.

    The proposed legislation comes amid a long-term drop in youth crime that has left almost every juvenile hall in California more than half empty — a trend The Chronicle explored in its Vanishing Violence series."

    California was a reliably conservative, Republican state, until Amnesty Reagan gave 3+ million illegal immigrants US citizenship (and raised the yearly legal immigration rate from 290,000 to 540,000).

    Don't prosecute theft and other crimes
    Make felonies a misdemeanor
    Eliminate bail
    Mark it harder for people to defend themselves

    Criminals and illegals prosper, while tax payers get bent over. Only an idiot would continue voting Democrat.

    Stupid beyond belief. 18 & 19 yr olds DO know that serious crimes, particularly ones involving violence, deserve significant punishment.

    Of course all ethnicities commit crimes but the truth is blacks commit far more crimes than their percentage of the population and the push is on with leftists to reduce the number of blacks in prison regardless of why they're there. Don

    Why would it be in any way connected to voting age? It appears, absent the actual text of whatever revision of the law is intended and going to be introduced ... "It is the intent of the Legislature to raise the age limit on California’s youth justice system."

    In other words, it doesn't appear to be intended to make the 18-19 year olds juveniles, but merely extend the reach of the youth justice system to become the court of jurisdiction for young adults of that age.

    Obviously, this is all speculation until the actual language of the proposed bill is made available.

    Santa Cruz county did that for people who committed crimes under 18 but then turned 18 and violated probation. Juvenile Hall did not like have to house 20 year olds. I never understood why they couldn't just transfer over the file to adult probation unless there were privacy issues.

    This is just going to turn Juvenile Hall into a jail.

    The woman is a fool. She assumes that there are "support services for youth" and that they are well funded. Go the local dependency court, you idiot. Learn how little the lawyers are paid. Learn how the counties hire outside psychiatrists as contractors, pay little, and have them do multiple write ups in a day. Go visit the Los Angeles County juvenile facilities. They aren't day camps.

    Idiot - go interview some of the DPSS (Department of Social Services) workers in Berkeley. Ask the people on the firing line what support services are really given to kids.

    People in this forum rant about crime and punishment. I choose to rant about passing laws just so a politician can boast about something without doing anything. Fine, Ms. Skinner. What budget proposals are you CONCURRENTLY making to increase juvenile facilities, hire more psychologists and teachers for the facilities? After all, you sit on the Budget Committee and a lot of 18 and 19 year old offenders haven't completed high school and can't read or write. Or are you simply proposing to shovel people from over crowded state prisons to county facilities which are county financial responsibilities?

    At 19 I was a rifle company squad leader. I didn't think then that I was a juvenile. I guess times change.

    We had kids as young as 15 in my rifle company. Not unusual at all. Hack Hackworth was a Marine until it was learned he was way under age and kicked out. Joined the army and was one of the most decorated soldiers in US history.
