4 Inch Barrel

I was just wanting a professional opinion on the 9BPLE coming out of a 4 inch barrel. The round is advertised at 1300fps out of a 4 inch bbl however, you get more like 1230-50fps with the agencies that issued this round as far as I know came out of 5 inch guns. So, my crazy question is will this round perform just as good out of a 4 inch pistol?
