There are several supposed advantages of a rotary barrel design- better mechanical accuracy (barrel doesn't tilt up during unlocking), less recoil, and lower bore axis.
The lower bore axis is negated in the case of the Beretta PX4 Storm because it uses a hammer fired design.
I think Glock is trying to improve on the rotary barrel locking system. Time will tell, if they can do it.
Let's say they do improve on the design. Would the police, military, and civilian shooter want a Glock 19 sized pistol with improved accuracy, less recoil, and a lower bore axis that points like your finger? I would think so.
This is the H&K P7 type pistol in the hand. The H&K P7 does not use a modified browning locking system like the Sig Sauer or Glock pistols. It has a lower bore axis and is very accurate. The barrel is in line with the index finger, if the shooter was pointing with it.
This helps with hand/eye coordination and improves accuracy. Our eyes focus on where our fingers point.

I have a Beretta Mini-Cougar in .40 S&W with the rotating barrel design that has been 100% reliable right out of the box. It is a nice gun, but I don't carry it because newer guns are thinner and lighter, I don't carry .40 anymore, and the gun has some sharp edges not conducive to CCW. I certainly am not opposed to new technology that incorporates the design. True innovation is good, and the marketplace will decide its value. Moving pieces-parts around and doing facelifts and calling it innovation is boring.
Police contracts are well and good, but if you are bringing out a new gun, you really need to tap into the US market.
If they get a police deal so they have to tool up for series production, I bet we will see it eventually. The Gen 5 is already well distributed and kind of ho-hum; maybe SHOT 2019.
Nice,..maybe, but I'll stick with my new G19 gen 3. Just got it and even with 70 year old eyes,..it shoots to point of aim. Love those Heinie straight 8 sights!!!
