Which do you think is a better dual purpose mobile anit-aircraft and anti-ground system, the ZSU 23 of the East Bloc or our own M163 VADS, and why?

I'm very surprised that more has not been done with using bullet firing (as opposed to missles) systems for dual role anti-aircraft and infantry support.

I mean, why not the quad .50's and those .50 gatling guns and .308 mini-guns (I know some use of these has been seen recently) for infantry support?
