Wrongful Death Need Help

    A friend of mine was killed by a stupid cager 8 months a go in fla. I recently talked to his fiance and she tol me the state atty told her that they were not going to file charges even though the cager was at fault and he had no insurance. I need your help, guidence, and ideas on a course of action. I have got to do something about this or it will haunt me. I also need to set up a memorial fund for lawyer bills for his family but I have no idea how. I will post the accident report as soon as i get it.
    PLEASE HELP ME
