Why are the .380ACP Glocks LEO only?

I'm new to Glock...just got a G20 last week. I love it so far, even though up until this point that I wasn't a Glock fan, but didn't have much choice since I wanted a 10mm. :whistling:

Since CCW is looking to go through in IL in the near future, I've been looking at their compact and sub-compact models.

Why are the G25 and G28 reserved for Law Enforcement? You would think with the other popular handguns on the market in .380ACP, they'd sell several.

I'd still go for a 9mm or .45ACP, but just curious why they don't offer it.
