Transition Government

    I obtained very reliable information on a proposed transition government:

    Scenario A:

    1] Strategic and influential institutions, key leaders of organized masses, leaders of Congress, the Judiciary and the Armed forces call for the establishment of a transitional government, present a draft of a transitional constitution and propose a transitional program of government.

    2] The President declares a transitional government.

    3] The Judiciary and Congress are suspended.

    4] The Persident forms a transitional cabinet and a Council of State.

    5] The proposed interim Constitution and a transitional program of government are adopted.

    6] The transitional government reorganizes and shifts to a new orientation for the bureaucracy and constitutional commissions.

    7] The transitional government reorganizes the Judiciary.

    8] Corrupt and incompetent elected local officials are replaced.

    9] A new electoral system is put in place.

    10] A plebiscite is called to adopt the interim chapter, with provisions legitimizing the acts of the transition government. It also defines the schedule and conduct of new elections, and the eventual shift to normalcy.

    11] The transitional Chapter will also provide for the calling of a Constitutional Convention to draft the permanent Chapter.

    12] Some fundamental reforms are implemented.

    13] Constitutional Convention convenes.

    14] A Plebiscite is called for the adoption of the new Chapter.

    15] Under the new constitution, a new election is called and the naton shifts to a normal democratic government.

    Scenario B:

    Steps 1 to 9 as in Scenario A

    10] A Constitutional Commission is called to write a new Chapter.

    11] A Plebiscite is called to adopt the New Charter, with transitory provisions legitimizing the acts of the transitional government. It also defines the schedule and conduct of new elections and the eventual shift to normalcy.

    12] Some fundamental reforms are implemented.

    13] A national election is called.

    14] The transitional government turns over its power and authority to the newly elected government.

    I think your source for this "reliable information" may be high on crack,
    if the intimation was that all this was actually going to be attempted.

    Actually, the source is very reliable. I can vouch for the source and the threat is real. The ones who are high on crack are the ones who schemed and came up with this solution (you can see their names on the daily papers linked with transition government - they have either high positions in government or are influential with PGMA). The source was approached by them, they wanted to co-opt the source. Time table for implementation is August according to the planners but we're not sure if they are deliberately misleading us. The planners are the ones responsible for the fiasco that is the MOA-AD.

    Ah, I have no doubt there is crackpot plan out there.
    There have always been crackpot plans to stay in power, since the 60's
    and in every single Presidential administration, except maybe Erap's, and
    only because it was cut very short. Cory, Ramos had their own rah-ah boys
    with idiotic schemes that didn't quite make it to implementation, for lack of
    popular feasibility. Only in the time of Marcos was such a scheme actually
    executed, and successfully.

    There simply isn't enough time to create the sort of national emergency
    that would justify an emergency goverment. At least Marcos had all that
    lawlessness on the streets, so that some people looked hopefully towards
    a Martial-Law restoration of law and order.

    IMHO, any attempt not to stop the 2009 elections next year will lead to another revolution.
