    I don't understand. Was there a problem with veterans and retirees being persecuted for saluting the flag? Or is this just an official acknowledgment of their service and an acceptance of their right to salute the flag?

    I've saluted the flag ever since the day that I entered service in 1985, and I've been out of the Army since 1992. Never been a problem.... :dunno:
