Actual incidents/events during the COMELEC GUN BAN that started last January 14,2007 for the coming may 14,2007 Election.

I hope Comm.Ferrer of the COMELEC firearms and security division can stay awake at night. They shouldnt play with our life. we have our families to protect and business to run.

I heard from COMELEC personnel that a couple under the witness protection program were not granted an exemption.

Another Army soldier arrested for alleged illegal discharge of firearms in Kabankalan City, was charged yesterday by the police for violation of the Comele gun ban and for illegal possession of firearms.

Arrested Sunday night by troopers of the 6th Regional Mobile Group was PFC Edwin Roca, a member of the 11th Infantry Battalion.

Roca, also of Kabankalan City, was disarmed of his 9mm pistol with a magazine containing four ammunition. However, he claimed that the gun went off accidentally. Violation of the Comelec gun ban is a non-bailable offense, the police said.

The firing of a gun allegedly by Roca, took place on Sunday at the public plaza of Kabankalan City, while the Sinulog Festibal was being celebrated.

Security Guard Artemio Bongitan who was also arrested for having a 12-gauge-shotgun in Sagay City on Jan 18, is also facing charges for violation of Comelec gun ban, the police said.

Nine guns of various calibers have already been recovered by the police, three of them seized by joint operatives of the Criminal Investigation and Detection Group as well as the 612nd PMG, since the start of election period on Jan. 14.

A municipal trial judge who was recently transferred from Cagayan after surviving an ambush attempt in 2005 was shot dead while on his way home in Quezon City Friday night.Jan 19,2007 5 days after the implementation of the gun ban

Radio DZBB reported Saturday morning that two motorcycle-riding men sidled up to a passenger jeep that judge Nathaniel Pattugalan was riding during traffic, then shot him.

Quezon City Police Department Criminal Investigation Unit (QCPD-CIU) operatives said they are not discounting that the killing was connected with cases Pattugalan handled in Cagayan.

Citing initial information, they said Pattugalan had survived an ambush in Cagayan province in 2005. That ambush prompted his transfer to Quezon City.

Sketchy initial reports indicated the incident took place at about 6 p.m. Friday,Jan 19,2007 when Pattugalan rode on a passenger jeep and was seated near the driver.

But when the jeep was stuck in traffic, two men on a motorcycle sidled up and shot Pattugalan.

Investigator SPO1 Rodrigo Barrameda said that before his murder, Pattugalan was also a professor at the Philippine College of Criminology, and a judge in Baggao town in Cagayan

An SWS survey last 2006 states that 66% of judges say they are happy with their pay but wants to be armed for their owned protection.

  5. I believe there was a Barangay treasurer claiming to be a confidential agent of the ISAFP that was carrying an M16 rifle while on a motor bike that got questioned as he did have a Mission Order but failed to show a Comelec exemption.

Sounds suspicious since can you become an ISAFP agent while being a barangay treasurer?

hi jimbullet...pls correct me if i am wrong but i think one can be an ISAFP agent while being a barangay treasurer.
Its way way cheaper and less paperwork on part of a civilian or elected govt official to get a permit to carry (MISSION ORDER)from the ARMY intel. division than getting a PTCFOR from the PNP.

What happened with the brgy treasurer? Did the PNP charge him for the violation of the comelec gun ban.

I also understand from the ISAFP that there is a directive with their intel agents that they should not carry their firearms openly in public. by the way ISAFP only give MISSION ORDERS to license and registered firearm holders

I doubt his alibi. Considering that it's Sinulog in Kabankalan, the soldier might have been drunk. Couple of questions that we might want to ask: 1) Was he on official duty and in uniform when the incident happened?; 2) Was alcohol involved in the incident?

Let's give him the benefit of the doubt and let the courts decide.:)

that right! that's why todays the POLICE and Military intel operatives are appealing to the COMELEC to speed up the processing of their applications for the gun ban exemption.:

There was a report that two bicol policemen in civilian clothes last tuesday was arrested by the National Bureau of investigation (NBI)while turning over a person accused of rape. the policemen did not have the comelec exemption permits.

As one veteran senior policeman assigned at the quezon provincial HQ said "That comelec permit is a BIG JOKE then. Hopefully, it will be different this time. Our men needed that permit because they are law enforcer and not law breakers.Without their service firearms, they are exposed naked to criminals and communist Sparrows," said the official.

Army Intel operative in southern luzon based in Camp Nakar expressed the same sentiment.

It was observed that even without the COMELEC gun ban police and military also carry their guns even when in civilian clothes. "Pakisamahan na lang Huhulihin ba ng pulis ang kapuwa nila pulis dahil lang sa gun ban?" said one cop.

As of now comelec has received more than 20,000 applicantions for the exemption, but as of tuesday last week comelec only approved 3,500.

So, for the DISPENSABLE civilian TAXPAYERS of lesser status .... of course except for MANNY PACQUIAO..... GOOD LUCK ... ... i hope we don't end up as statistic for the sake of this election.

the NPA claimed for the killing of the mayor. now his just a number...nothing more nothing less...just a statistics for COMELEC.
