I accidentally let my most important domain name expire in March, and I see a couple months later some guy in the Czech Republic bought it up but he's not using it. His name is kinda similar but not really. I emailed him to see if I could get it back.

Do people go around buying up expired domains because they think they can make money off them?

yes. there are forums about domains, and auction sites for domains.

just because the guy is not using the domain right now does not mean anything.

It's called cyber-squatting. A cyber-squatter -- tucows.com -- has bought a domain using my surname which, according to the US Census Bureau, is in the range of the 27,000th most common surname in the US. That means there are 27,000 family names more common than mine, yet someone went to the trouble of buying it. I'm sure that if I contacted them, they'd sell it to me but I doubt it would be worth to me what they'd be asking.
