Pennsylvania has added Mississippi to the list of states it honors. This brings to 28 the number of states PA honors. Mississippi honors all other states permit/licenses.

The U.S. Court of Appeals for the Fourth Circuit issued a ruling on Wednesday Aug. 1, 2012 allowing the state to continue using the “good and substantial reason” before issuing a Permit to Carry. The next hearing is scheduled for October 23. A Federal Judge had ruled that Maryland could not withhold issuing permit/licenses using the good and substantial reason. A stay was then put in place and then rescinded but the ruling Aug 1, put everything on hold again. Until the hearing is held and a decision is made on Oct 23rd Maryland continues to be a “May Issue State”. I believe if this case is finally decided in favor of the citizens of Maryland it will have a great effect on the other May Issue states. has been updated with the change in who PA honors and Maryland court decision.

It looks good that "good and substantial" will be struck from MD law. We'll see in October. If things go our way, NJ, NY and IL will be next.
