I recently purchased a 1963 Makarov 9mm from a fellow Glocker in Missouri. My local FFL at a local pawnshop would not accept shipment from him because he does not have a FFL.

My FFL says he needs a FFL. Our fellow Glocker says he does not need a FFL to ship to a FFL inGeorgia.

Who is right? Can someone point me to the regulations that covers this issue? I have not been able to find the regulations on the ATF website.

Currently, I have left a message for another FFL to contact me.

Keep calling around until you find one. It isn't illegal it is just some FFLs' policy.

He does not have to use a FFL holder to ship it to your FFL holder. That is just the policy of your FFL holder. Click this link to find other FFL holders in your area. Most will receive from non-FFL holders.
