Need Mapping Program/File For CCW Reform Effort

    I'm trying to figure out how to make maps like those on packing.org. I have about 9 maps to make showing which states allow carrying in specific locations (bars, schools, stadiums, etc.). Any ideas how I can do this on a shoestring.

    I used to do it with Microsoft Map that was part of Excel, but with Excel 2002 and later, it's no longer a free component. So, lately, I've been using MS Visio. But, if you're on a tight budget, I'd try OpenOffice.org's Draw program. I haven't tried it in there yet, and even if it's not an embedded functionality, you could probably find a template online (try OOExtras).

    Here is a template ... I use Paint Shop Pro to color/highlight the different states.

    You'll need to make what is called an Image Map.

    You can do it by hand, but it's a pain in the butt.

    You could also snag one from an existing site and modify it.

    Or, you could use a program for it, here's one I wrote:

    Creating all those regions is not going be a very fun task.
