    horsepower = work. So why can't it?

    1hp = 33,000 ft·lbf per minute

    All electric motors if 1/8 horsepower or more shall have a Horsepower rating.
    Source: National Electrical Code (NEC2002) section 430.7 (A)(7)
    Check out your garbage grinder (disposal) or garage door opener, it has a horsepower rating.

    Electric motor can generate horsepower. Horsepower is simply a unit of measurement for power which is energy/time.

    BTW the horsepower unit was invented by none other than James Watt. ;)
