I've not been able to find a definitive answer to which is best in this situation and hope someone can help.

When shopping with small children and in a parking lot loading groceries or packages into the rear of your vehicle, is it best to load the children first or last?

Just thinking that if someone tries to carjack me and the kids are in the car, it becomes a very different situation than if they are not. Still, a lot of people say to load them first.

    Is there a best way?

    Welcome to GT.

With SMALL kids, I'd say get them in the car seats first. There's a much greater likelihood of them wandering in front of a car in the parking lot, or a stroller rolling away with the kid(s) still in it and getting in the way of traffic, than there is of a carjacking IMHO.
