To change the theme to Windows Classic

    1. Open Theme Settings by clicking the Start button Picture of the Start button, clicking Control Panel, clicking Appearance and Personalization, clicking Personalization.
    2. Under Theme, select the Windows Classic theme in the list, and then click OK.

just verified it works from my windows 7 machine.

Have a customer that wanted shortcuts enabling him to change themes, here is the command to change to Windows Classic ...

    desk.cpl desk,@Themes /Action:OpenTheme /file:"C:\Windows\Resources\Ease of Access Themes\classic.theme"

... copy & paste into Run and press enter, In W7 the themes are located in folders under C:\Windows\Resources ... you can change the theme that's applied by editing the location and theme name in the above command.
