I live in CA, and I just purchased a Gen 4 G19 this past Saturday. Im not law enforcement either. Its true they arent on the 'approved' hand gun list, but there are ways around it. Most shops youll call or go to, dont want to deal with the loopholes in the system, so theyll just tell you they arent available. I purchased mine from Sacramento Black Rifle. In order to purchase a Gen 4 as a civilian, they have to register the gun through the DOJ as a 'single shot'. Meaning, only one round can be inserted at a time through the ejection port. The magazine cant feed the next round. So, what the boys at SBR did, is install a barrel they made that blocks the magazine from being fed. Then they register it. After 10 days when you go to pick it up, YOU have to remove their barrel and reinstall the normal one. After that, its perfectly legal to own and shoot. Ill post pics of their 'barrel' and my first Glock when I pick it up.
