What is the most cost effective ammo going (not rimfire)?

Lets assume decent quality, surplus ok, but not something where I fear a bullet getting stuck in the barrel or having a kaboom.

That depends on what particular ammo is for sale. I've been lucky to have had no finicky rounds through any of my six firearms so for practice ammo I'll go for whatever good bargain is available when I need to order. For premium JHP self-defense rounds for my pistols I have never had any problems with a dozen or more excellent rounds; but now that I've had the chance to try them all out I'm tending to stick with about three going forward. And with those rounds it will depend on whatever is offered at the best price at that moment.

Sorry, I was not clear in my question. This is not remington vs. winchester. This is 9mm vs. 308.

My gut tells me 9mm is the most cost effective, but......is there some surplus something that I am missing.

Those 100-round boxes of 9mmP are pretty economical.
