ballistic wounds

    i want to start with everybody agrees that shot placement is number one and so do i. many of my family is LE and have been for generations. in talking with them they say that in most shootings by LE and civilians most rounds that hit are not COM hits. with that in mind isn't it wise when concidering a SD round to factor that in, to pick a round that would also do a lot of damage on non vital hits and still penetrate well in COM hits?
    i would also think the higher velocity rounds would have the atvantage provided they still penetrate well.
