    Can I buy the receiverless kit to have a SBR built BEFORE I apply for the license/permit/tax stamp, or do I need to be approved first. I would like to build a 5.45 Krinkov now that Alabama allows SBRs.

    You cannot possess enough parts to assemble an SBR before you have an approved Form 1 or Form 4.

    Understood, but can I have a receiverless parts kit? Or is it apply for permission, then try and find the kit and receiver? Right now I have neither.

    If you can buy the parts kit without paperwork, then you can possess it.
