I was wondering if anyone could answer a question about rolling over my 401K into an IRA? I need to know if i can do it while i'm still employed with the company?

A lot of that is going to depend on the rules your employers 401k plan. Most plans will not let you roll it over while you are still employed. The plan administrator would be the best person to ask.

I'm 97.43% sure that this is never allowed.

You didn't give enough info to describe your motivation, but keep in mind you could always just put in the min 401k amount that will snag your company's match, and do most of your retirement savings in a roth ira. Most people I know think that's a better idea anyway.
