Are these only legal with an at least 1.5" flash hider?

I am new to AR's so pardon the dumb question.

ps. The gas key on my Rock River is well staked.

1.5" PERMANENTLY ATTACHED muzzle device, on a registered SBR, or on a "pistol" build.

I certainly wouldn't consider a 14.5" barrel a "pistol" even if it legally is.

Yes. Only legal with a pinned and welded muzzle device bringing the barrel to a over length of 16 inches.
