It's a particular lot of Winchester dynapoint I found to be quite accurate about 10-15 years ago. I bought all I could find of that lot for $7.98/500 from Walmart back then.
I fooled around with a bunch of different 22LR ammo once, everything from Federal bulk pack, to mini mags to Ely Tenex, etc. There seemed to be a one to one corelation between consistent POI and cost, until I got into the Ely. Once there, I think it would take a better quality rig than I was shooting to see marked improvement going up the cost per round market segmentation ladder.
One of the ranges I frequented a while back had a large contingent of 22 bench shooters that would all come out on certain days (they had a big ongoing competition circuit as well). They used these mostly custom made bench guns, big rests, big tuners, etc. Talk about one hole groups. Most of the best guys had 4 or 5 flags up for 100 yards!
A friend and I spent around 6 months, "working" on the weekends with a number of .22 rifles and pistols out to 300 yards, with every different .22 round we could get out hands on.
Some of it is awful, lots of it fine for most uses and a few are a step above the rest. Eley does make a number of fine products, across the board but different rifles like different loads.

Maybe more so with 22LR than center fire, at least at the level these guys I knew played. They had a couple of suppliers who carried all the various Ely stuff. A new shipment of their favorite label would come in, they would get a box and test it. After deciding it was what worked, they would buy a bunch from the same lot number. The lot number was everything. Nerve wracking from my perspective, but they loved their sport.
