So mayor "requests" chief wear vest with no policy except one that mandates officers wear them on duty.

Suspension changed to written warning when chief backed down.

How many chiefs out there wear body armor regularly? I was thinking generally none, unless small Dept where they actually get out and get their hands dirty..

Thinking there's a pissing contest going on between the mayor and chief here...

You can be elected to a position and not be MCOLES certified. I remember reading about a guy elected constable I believe, but could have been Sheriff, had to also become a reserve officer somewhere to be exempt from MCOLES certification, easier than getting MCOLES certified. If memory serves you don't inherit police powers by being elected to that position. I think there's a grace period of some sort for you to get certified.

When in patrol uniform, ours does. He often comes out to back us if we get short for bodies.

I am going to go far out on a limb here and guess that with a population of 2000 in the town there may not be eight levels of intermediate supervision and middle management between the Chief and the first guy on the scene of a call. That said I am also guessing that the department might work slightly better if they allowed the Chief to set the policy based on the concepts and direction of the Mayor.

My how the times have changed. Admin personnel suspended for not wearing a vest.

Back in 1977 I worked for the CSU Police Department, and got called on the carpet because the LT noticed I was wearing a level IIA vest. It seems that since body armor was not mentioned in the uniform SOP it was thereby prohibited. [He was a Pierce Brooks convert from Lakewood PD.]

I had to go through the letter writing and approval process, to finally get to wear it. (We had over 18,000 students at that time.)

In Texas, you can be elected Sheriff but you have a limited amount of time to get your peace officer license from TCOLE. I think it is two years. If they don't graduate from an academy within that amount of time, they are removed from office. However, they are fully empowered peace officers from day one.

Or vice versa.

The academy is a little different for elected officials, especially older people. It is not like boot camp. More like it was when I started. Our academy was 4 weeks long. No PT. The only time we were out of the classroom was at the firing range. When I started, you had 1 year from your start date to get through the academy. All of us were officers working evenings or graveyards and going through to the academy for 8 hours during the day. About a third of the guys in my class were retired Navy.
