If you are not going for kill shot. I could see argument for bean bag rds. EIther go for head shot/quick kill or.... But nobody was hurt other then threat so win. IMO

My first thought is - if you thought he was a suicide bomber and you didn't shoot him in the head, you deserve to be fired. "Serious, but stable condition" doesn't sound like a head shot with a rifle. I would, honestly, never let that sniper work another day as SWAT, even if he wasn't fired.

I wonder if the decision came from the command post. It looks like someone wanted to have it both ways. If the bomb threat wasn't credible, there was no reason to use deadly force. If it was, SWAT had no business being so close and a 'fatal T" shot with a .30 caliber rifle was needed and not taken. The next sniper shot that kills someone will no doubt be compared to this fiasco.

IIRC the news here showed up to shot. He was in open, moving rather slowly. They said 4 shots.
That was why I suggested if they were not going for head shot a bean bag rd would make as much sense. (to me) You either prevent him from setting off bomb. (kill shot) or bean bag (ideally from behind cover, shield)...

I wonder if the police even get training for that? The Army scores a body shot on a suspected suicide bomber as a "miss" (and you just killed your whole squad) in training.
