There have been fractional numbers passed out in the past, but never one without a leading number or expressed as a fraction. My concern would be that visually, '.45' and '45' would be more difficult to differentiate than say, '1.38 and '138'.
How about I assign you '0.45'? Since it includes the leading zero, would be much easier to visually distinguish as a different number than '45'.
