Hope the link connects since it requires a subscription.

An investment company pays a person linked tot he governor at the time $6mm to play and promptly looses 1/2 the investment.

This happened in OH earlier in decade; to limit this kind of stuff I would think you'd have to make the penalties for all parties involved onerous.

The only thing I can say "Dollar Bill" did sign off on CHL laws in 2003. It doesn't excuse him for his actions.
