Maybe not a martial arts movie in the classic sense, but I thought "Hard Times" with Charles Bronson was great!

Ok there are several very good ones but only one best. If you are talking wire fu where the actors go flying around like super heroes its hard to beat Crouching Tiger Hidden Dragon. Also not a happy ending which I always look for in movies.
If you are talking about just unbelievable fight scenes with no wire fu. Its gotta be Ung Bak. Its a movie from Thailand originally in French.
If you are talking about a moral story that is well done and has some very good but not super stars go find Best of the Best. I actually got to do a seminar with the main bad guy from that movie. His name is Simon Rhee or Phillip Rhee I forget at the moment as its been years. The two main parts are played by them both and are real life brothers.
However the best martial arts movie of all time is a tie between Enter the Dragon and Forbidden Kingdom. Bruce Lee who made that genre of movies popular with the west. And Jackie Chan and Jet Li who have got to be the two best movie martial arts stars of the past 20 years.

I have to agree with the OP. Ninja Assassin gets my vote. Raid comes in second, followed by Bloodsport.
Honorable mention to Ninja 3 Domination and Gymkhana.

I can't believe I have not seen any Chuck Norris
Good guys wear black
A force of one (great movie)
The octagon
I saw a drive in movie a long time ago named Kill or be Killed. One of the "competition for death" movies, open sand ring type of Enter the Dragon knockoff but it had one of the fastest guys I have ever seen in a bit part as one of the fighters.

The Octogon was pretty good but the other ones were pretty boring.

Yep, that is the one. it's a remake of Bruce Lee's Fist of fury. Li's Homage to Lee.
