Back in the soup with no plan. If you read the entire article it would seem the city is just about out of options and that an emergency state-appointed manager will happen in the near term.

The city of Detroit doesn't issue welfare checks.

Michigan's Governor Snyder offered a deal to the city of Detroit, to take over the $6 MILLION annual cost to maintain Belle Isle, a 2.42 square mile island park in the middle of the Detroit River. The City Council (Clowncil as they are known around here) voted to keep the issue off of their agenda. This was after several citizens proclaimed that the state wanted to get their "hands on the cities jewels".

Instead the park remains unmaintained. Public restrooms are closed, the trash is no longer collected, the roads are not maintained and the police do not patrol. The drug gangs have taken over and it is no longer safe for anyone to enjoy.

This was the "acid test" to see if Mayor Bing and the nine member city council could work with the state of Michigan.

It failed miserably. The governor withdrew his proposal.

The Emergency Financial Manager (EFM) was needed two years ago, but the city signed the consent decree stating they would restructure city government. It never happened. Almost every deadline in the consent decree was missed or ignored by the city council and the mayor.

The first thing that the EFM should do on day one is to eliminate the $750,000 budgets for each of the NINE city council members. They have proven beyond a shadow of a doubt that they do nothing and do not have a plan to turn the city's $327 million dollar deficit around. They still spend like there is over 1.8 million people residing in the city and the cashflow matches 1980. Get a clue. Half of the residents have left. They either moved to where they could find work or if they had a job in the city, they moved to the suburbs where it is safer. (Detroit still collects taxes from every paycheck if you work in the city, no matter where you live.)

Half of the city residents didn't pay their property taxes in 2012 leaving $246.5 Million uncollected by the city. Link

If the EFM cannot fix the financial problems then the next step is bankruptcy. That term is already being tossed about by the state treasurer, Andy Dillon.

Dillon said the city has been "masking over" annual deficits with long-term borrowing. The report said that without the borrowing, the deficits would total $937 million in fiscal year 2012.

The people of Michigan that live outside the Detroit city limits have had enough. They don't want their taxes used to bail out a failed city government, one that has proven that it cannot live within its means.

Detroit's Property Tax System Plagued by Mistakes, Waste

The city’s property tax system is riddled with errors and waste, and is overseen by a pair of double-dipping officials who work just two days a week, a Detroit News investigation has found. Tax bills are frequently sent to the wrong address, and homeowner exemptions that dramatically lower bills are granted without proof of eligibility, a recent audit found. Police are investigating the disappearance of nearly $310,000 in cash that went missing over five years from the Assessment Division.

Chief Assessor Linda Bade and her deputy, Frederick Morgan, retired last summer and were brought back on contracts, working about two days a week. Bade could earn up to $140,000 by this summer atop her $50,000 pension. Morgan could make up to $125,000 atop his $15,000 retirement.

Until the problems are solved, residents will continue to flee the city whose population has fallen by more than 1 million since 1950, said Kapsalis, who represents property owners in appeals.

"The city assessors are not looking at the long-term damage to the city and property values and even real diminished tax dollars to the city because all these people are running away from their houses are not paying taxes," she said.

Can I get a job like that? Work only 2 days a week and steal over $60,000 per year every year for 5 friggin' years in addition to my paycheck and my City of Detroit PENSION!!!

The solution to Detroit's financial problem is easy to see - I can't understand why they don't just --

1. Raise taxes on the rich - make them pay their fair share.

2. Increase spending on infrastructure.

3. Raise the minimum wage to $15 an hour.

4. Install a system that makes it easier for employees to form unions.

5. Implement a carbon tax.

6. Ban any sugary drink over 16 ounces.

7. Increase regulation over all business transactions.

If these things don't solve the problem then it is not because it is the wrong approach - it is we didn't do them enough - so double them all and try again.

Detroit sounds like the model the Federal government is working with. But the outcome will be different even though the experiment is the same.
