No idea. In most states it is done through DOT engineers using standard formulas that take surface, grade, and curvature of the road into account.
Perhaps CA does do as you suggest, wherein laws are made after building a road, allowing everyone to drive as they please for a period, then setting the speed limit at what a census shows to be what the average person has subjectively judged to be a safe speed on that road. Personally I find your assertion crapulous, and I would bet big money that you are 100% wrong, but then who knows? Maybe the government in CA is comprised of mental deficients with fanciful notions.
Perhaps you can enlighten us all. Please, cite where the methodology you assert was used, was used. There will be documentation, unless the CA DOT prefers to keep their official records written on the flanks of gryphons and pegasii.

Well probably like any other state, engineers calculate the safest maximum speed of a given section of road then deduct a percentage for error correction, submit this to the state government that in turn makes it law.

Back when we were chasing Indians out of settler's cabins, the pertinent portion was, where I came from at least,
".....To defend and uphold the Constitution Of The United States of America, and uphold the Constitution and enforce the laws of the State of "XXX", the County of "XXX", and the City of "XXX"....
No mention of enforcing any Federal laws, and not by accidental omission either

Apparently they are not only constitutional scholars, they are well versed with the Law as well.
They Must have slept in a Holiday Inn last night.

Not at all. Tell me how one "enforces" a constituting law. You don't.
As to the federal statutes that actually do have enforcement provisions...as has been said, we don't do that.
But let's flip it: how do you think the local gendarmes should "enforce" part of the Constitution? I'll let you pick the part you want, but I insist you stay within the proper meanings of words.
