On the surface, it appears to help with the 2nd Amendment, but if you read it for it for what it says, the provision basically limits healthcare providers actions based on lawful gun ownership... It says nothing about limiting the Government's ability to keep information on gun owners and it leaves room to exclude "Unlawful" gun owners.
If you keep this in perspective, all of those who fail to turn in or register our guns will be deemed "Unlawful" and therefore, we would likely lose our ability to get treatment under Obamacare.
Further, this verbiage is clearly disguised to make people feel comfortable about accepting a whole lot of nothing.
This reminds me of an old Chinese strategy for warfare, "Tie silk blossoms to the dead cherry tree." In other words, make your opponent fight hard and long for something that in the end is fruitless.
