Pretty much. Both photos have been altered. The software determines that by analyzing the metadata contained in the photo. This does not include the simple task of resizing. The actual layers were altered. He is a great photchopper.
The only way I will believe Keith is if he posts his match results and we can see some images from sources other than him. If he fights MMA and wins... there should be some. Especially seeing the second one looks like some promotional photo he chopped his head onto.

Altered as in how? To what extent?
I shot a wedding once where a bridesmaid would not smile during the group photo session. I called a break with everyone staying in place. She smiled. I captured the image. In post-processing, I transplanted that smiling face onto her none smiling face in the otherwise fantastic group photo.
To what extent were these photos altered?

Take the software program I linked to and run it on the original and altered one and see what comes up. I could not tell you that answer.

I know virtually nothing about photoshopping. Is it possible that the characteristics of the photos could be altered by transforming them from, say, a newspaper picture, through a scanner, then uploading online? In other words, what all can comprise "altering"?

No.
Taking a photographic print from a negative, a print, a printed source, and then digitizing it will encode it as an original digital image. Resizing merely changes the dimensions.

Well, here are my two issues....
1. Why is the ref and the other fighter cut out of the first photo? Too much to chop? Whose identity is he protecting at a public event?
2. A clearly promotional photo (#2) would have some meta data regarding a camera and or filemaker. Most professional photogs have their camera traces in their digital images. Even if resized as the photo indicates.
Take it for what you want, but it is very suspicious. In todays digital age for a "professional" mma fighter there should be no reason to have to scan something..... especially with the level of media at these events and the promoters taking photos. Even the piss pot mma events in my neck of the woods have promo flyers with photos of fighters in pro/ams and such.
I could be completely wrong, but all the evidence points to a sham... he can prove me wrong simply, or drone on with excuses like he has been.

In PS [photoshop], a digital or digitized image is altered by 'layers'. Let's say a wedding photographer gets a wonderful candid shot, but the lighting is too cool [bluish] or too warm [red]. The photographer can correct the color shifting by adding a 'layer' that corrects the photo to a pleasing tone.
Likewise, an digitized image of your maternal grandparent's wedding photo in the pre-digital era can be altered by digitizing it, then layering a digital image of you over the original image, and then layering an antiquing or vintage tone to the now three layer thick image.
