When I was a law clerk and in private law practice, I used to be asked to do investigative things because of my police background. In trying to learn to get by without access to police computer resources, I discovered that I could easily get a LOT more evidence on people from the internet and public records than law enforcement get from their computers. In fact, I tracked down a couple of clients that the police couldn't find, even those hiding out in other states, without ever leaving my office.
All the info is out there - they are looking to make it searchable from a single source. I don't favor it, but it's obviously legal.
