Is that powder measure good enough to reliably throw 800x or does it still need to be hand weighed?

Short answer: No. Especially if you're charging to near max.

Your first upgrade should be the pistol rotor. You'll get more consistent charges with that. I'm not sure if you could do 800x with that but you definitely can't without it.

I have both the pistol and rifle rotor, is that what you are talking about?

My experience has been that the more narrow the metering chamber the less the powder granule packing efficiency variance affects the charge. That's just my experience though and I have none with 800x so ymmv quite a bit.

A third option is Hornady's "Bench Rest" powder measure. It's essentially medium sized rotor insert half way between the pistol and rifle rotors except that Hornady only sells it as a complete powder measure.
