My AK is shooting very high. I need help.
I would first like to say that this is not a marksmanship or sights problem because I have owned a couple of AK's and shot them all extremely well. I have a stamped Norinco MAK 90 that I put a KVAR stock kit on. I never even fired the gun before I put the stock kit on it so I don't know if its the culprit or not. When I fire the gun at 10 yards it is several inches high. At 25 yards it is off paper. If I compensate and aim off of the ring around the top of the front sight the gun is right on. What all could be causing this? What should I do?

You have the sight set on "1"? The setting behind the "1" is the battle sight and is on a shelf that sets the sight to 300 meters without having to see or look at the numbers.

How does the front sight look? There is a spec'd measurement from the top of the sight post to the center line of the barrel's bore. Has the rear sight leaf been replaced? Is it an 800 meter sight?

Is the barrel crown damaged?
I really really think this is a sight issue.
If the rear is on (1).. I would just adjust the front post until its correct.

That would be my first thought also.
If youre not able to zero it, then its on to other things.

If the rear sight leaf has been changed to an aftermarket one or a 1000 meter one, it is going to be off on a Chinese AK. I believe the front sight post height is suppose to be 48.5 mm above the center line of the barrel's bore. I'll see if I can look up the numbers.

Ok, I got one suggestion to try.
Put the original handguard on and check the point of impact.
If this changes, then please report back.

I dont think it really matters what the front sight post height is "supposed to be". At this point it just seems like an adjustment issue. The front sight post on my Ak variants are all over the place. Some up, some bottomed out, some left, some right..It doesnt matter as long as you can get it zero'd.

If you are shooting high, you need to raise the front sight post to lower the POI to establish zero. Raise the post a couple of turns and fire 3 shots at 25m. Continue until you have the rounds centered.

Will a standard front sight tool fit into the hooded Norinco? Is there any other tool out there besides ordering one that I could use to adjust it? thanks

Well, depends on what you mean by standard, but every front sight tool I have used will fit into the hood cutout. I've got a Polytech and Magnamatic tool if you get stuck. Those two are probably the sturdiest amongst the various AK sight tools. I bought them after I broke two of the $7-8 ones.

The best AK (and SKS) sight tool Ive found so far, is the one made by B-Square. It clamps to the front sight, and can remain there while zeroing. You do need to remove it though to adjust for elevation. It allows for more precise adjustments, and will move even the most stubborn windage "barrel". Most of the cheaper ones will bend at the first opportunity trying.
