Every time you hear the Taser clicking away, it's not working. That's arcing at the cartridge, which means that there is less resistance there than through the body. No shock is being delivered to the subject when it's that loud.

so why is it the first time we hear the arcing sound the suspect goes down?
I know if I was there the second the suspect hit the pavement I would have been on top of him applying the handcuffs...shame on the cops for standing there watching him get up doing nothing.

^^ Right, the taser is meant to give you a few-second advantage to jump on the guy and apply restraint as necessary. It doesn't guarantee immediate surrender by the BG, especially if other "substances" are involved.

I think that's the important part. I think the extra snap is from the current sparking through the air rather than flesh. The body would muffle the sound if it's transmitting the current. The air, having little mass, can vibrate much faster, resulting in a higher pitched sound. When you get a good hit with the taser, the balls, having more mass than air, make a much lower pitch while they're banging against each other while they're vibrating under the current flow.
I've never been taser certified, so I may have some technical details incorrect. For instance, maybe the guy's technicals really aren't making that noise.

Kinda, but you're close.  The taser "sound" will be considerably quieter (no popping noise) when the probes are property connected to ANY surface. It doesn't take dense, fatty flesh to soak it up. This is illustrated in basic taser training (or at least was for me), when you practice aiming and firing into into this metallic paper with the silhouette of a man printed on it. It's like a typical paper range target, only metallic. Anyway the taser cycles almost silently when fired into this paper with the probes imbedded properly, even though the paper is very thin with almost no mass.
I believe that's also why the taser works (and still can deliver electricity to a person) even if the probes just hook onto mostly clothing. If they're both connected, you'll get SOME effect.

That was one hell of a slap that he hit that officer with. Not to armchair quarterback, but I agree with previous posts that this guy should have been cuffed while under load from the Taser.
All three cops should have been holding this guy down to the ground and assisting with cuff application. Seems like they let their guard down once the guy went down from the Taser and werent taking him as a serious threat. Never forget that the BG is still a threat to you until you leave the jail.
At least if they ID this guy the video will be all the proof they would need to prove a plethora of charges.

Because at 19 pulses per second, there's definitely a possibility that some of them are hitting him. There are times that it doesn't clack so loud in the video that happen to link up with times that it appears to be effective.
This is Taser training material 101 - loud arcing = bad contact = less or no effectiveness.
