Make Screen Smaller

I have two PC's. I can make the screen smaller or bigger by using my wheel mouse or Ctrl and the + or - buttons.
OK my neighbor next door PC I can't adjust. The screen is crazy big. What do I need to do guys.

Try a hacksaw? That's about the only way to make the screen smaller. Well, that or a chainsaw, but that's overkill.

It depends: if you are talking about the desk top, right click on it left click on Properties. Click on "Settings" to open the section that allows you to increase the resolution.

If the resolution is max then the "Accessibility" settings may have been messed with. Those settings are used for folks with certain disabilities such as very poor vision, etc.
