The high velocity of many .223 rounds causes them to deform in the body, retarding their penetration.
Pistol caliber carbines are like slightly louder .22s, and very easy to learn to shoot fast and straight at close range. Their milder sound signature is less intimidating and less damaging to ears indoors. They won't inflict the magnitude of wound that you get with good .223 ammo, though.
