Current versions of Linux should be able to read and write NTFS. NTFS is more stable and handles larger files than FAT 32. I've lost more data on FAT 32 external drives than on NTFS external drives. There are a few odd things that still require FAT 32 but they aren't very common.

Okay, my foo is weak. I have NTFS, so no problem with that. The issue I have is am I formatting the "drive" or the "volume"? I basically just want this thing as a 40G container to fill up with "stuff". SO I don't need different paritions and things. Do I format one and then the other, or one and not the other?

And thanks for your help with this project.

Some more info. At this time, I have 38G of Ext4, 1.1G of Extended, and 1.1G of Swap. So I guess I would format the drive to make it all one partition, and then format the whole thing to NTFS to end up with a 40G volume on the 40G drive?

If you are just using a recent version of Linux you can format to ext4. Some other Linux file system may handle larger files or be faster to access or more compatible with older versions of Linux.

If you want read and wrire files with Windows NTFS should work for both Linux and Windows. When formatting you can delete the current partitions and format it as a new partition.

No, there will be occasions where I will plug this in to Win machines so I'm going to use NTFS as you suggested. I was more curious about the definitions of the words "drive" and "volume" in the disk utility in Lubuntu. I think I've figured out that drive is the entire device, the actually HDD itself, and volume is any partitions I decide to set up, or are already set up on the drive.

I think I'm going to format the drive with one 30G partition in NTFS, and one 10G partition with a Linux file system and encryption just to play around with encryption. I want to see how encryption works in terms of mounting it etc.
