Can you buy loose Federal HST or Winchester Ranger bullets?

If so, from where? I've googled around a bit but haven't been able to find a source.

I doubt it. I have never seen it and I've been on and purchased from just about every major reloading company out there at this point.

The only "premium" self defense rounds that I'm aware of that you can buy just the bullets.. is Gold Dot and Golden Saber.

A place called Rocky Mountain Reloading gets pulled bullets from Speer and Federal, as well as plated bullets. I've bought 2k 180 grain HSTs in 40, and 500 230 grain HSTs in 45. Being pulled, stock is hit or miss. I've ordered a few times from him, and couldn't be happier. The website url has slipped my mind, so just Google Rocky Mountain Reloading.
